These <br /> investigations are focused on the oil-handling buildings and mineral oil distribution systems <br /> (excluding piping) which were used historically for regular maintenance and repair of transformers at <br /> each substation. The seven substation facilities are located at the following Central Valley locations: <br /> • Stockton A Substation,540 S. Center Street, Stockton, California <br /> • Bollota Substation, 24400 E. Flood Road,Farmington, California <br /> • Wilson Substation, 4400 E. Highway 140 (at N. Tower Rd.),Merced, California <br /> • Los Banos Substation, 16182 Jasper-Sears Rd.,Santa Nella, California <br /> • Panoche Substation,West of Panoched Rd.,2 miles east of 1-5,Mendota, California <br /> • Gates Substation,West Jayne Avenue, 1 mile west of Lassen Ave.,Huron, California <br /> • Midway Substation,40358 Highway 58,Buttonwillow, California <br /> The scope of the sampling activities proposed at each substation was developed based on the review <br /> of facility plans provided by PG&E,site visits to each facility on September 4, 5, and 6, 2007,and, in <br /> some cases, interviews with onsite personnel. The work summarized in this document will be <br /> conducted in accordance with the Arcadis BBL'S "General Work Plan for Oil House Soil <br /> Investigations, Pacific Gas and Electric Company Substations Throughout California," dated <br /> September 1, 2007. <br /> The site-specific workplan summaries for each substation facility are attached to this letter. The <br /> workplan summary for each facility includes (1) a brief summary of the site conditions and identified <br /> key oil handling features, (2) a table presenting the soil sampling program and rationale, and (3) one <br /> to three figures showing site features and sampling locations. <br /> At each facility, soil sampling is proposed in the vicinity of key existing or former oil handling <br /> features, including transformer repair/handling buildings, transformer hoists or handling structures, <br /> aboveground storage tanks (ASTs) used to store mineral oil, and immediately adjacent oil-handling <br /> underground pipelines. <br />
