(AGE)for
Fernando's Place located at 1201 South Center Street in Stockton (Site).
The Work Plan was submitted in response to a request by this agency in a letter dated
29 September 2016. The Work Plan includes proposals for lateral and vertical identification of
groundwater impacts to the north, northeast, east and southeast of the Site, and collection of
soil vapor samples near Site structures. The included proposals are as follows:
• Advancement of boring B3 to 165 feet below ground surface (ft bgs), northeast of
CPT-17, with grab groundwater samples to be collected at 120, 145, and 165 ft bgs.
• Advancement of boring B4 to 165 ft bgs east of CPT-15, with grab groundwater
samples to be collected at 50, 80, 145, and 165 ft bgs.
• Advancement of boring B5 to 145 ft bgs, southeast of CPT-4, with grab groundwater
samples to be collected at 50, 80, 120, and 145 ft bgs.
• Advancement of boring B6 to 165 ft bgs, north of CPT-13, with grab groundwater
samples to be collected at 50, 80, 125, and 165 ft bgs.
• Installation and sampling of two (2) permanent soil gas wells near the Site shop
structure and the L-shaped structure in the southwest corner of the Site property.
I concur with the proposed scope of work as detailed in the Work Plan as long as the following
conditions are incorporated:
1. The proposed borings are to be advanced to at least depths comparable to those of
previous borings for which they are providing downgradient delineation. Boring B4 is
proposed to be advanced to a depth of 165 ft bgs, east of boring CPT-15. Grab
groundwater samples are proposed in B4 from 50, 80, 145, and 165 ft bgs. CPT-15 was
reported to contain TPHg and benzene in groundwater at 192 ft bgs at concentrations of
1,600 and 500 micrograms per liter (ug1L), respectively. As such, B4 should be
advanced to 220 ft bgs, with additional grab groundwater samples collected at 185 and
200 ft bgs, and at total depth.
KARL E.
