Center Street <br />Stockton, CA 95206 <br />RO#: 0233 <br />APN: 14716003 <br />SWRCB-CUF#: 012186 <br />The San Joaquin County Environmental Health Department (EHD) has reviewed Quarterly <br />Update — First Quarter 2009 dated April 2, 2009, submitted by your consultant, Advanced <br />GeoEnvironmental Inc., (AGE) and provides the following comments. <br />The quarterly update was submitted to meet quarterly reporting requirements as detailed in the <br />EHD's February 24, 2009, correspondence. No field work/activities were performed during this <br />reporting period, January 2009 through March 2009. <br />The quarterly update also included a request to extend deadlines for EHD directives for <br />approximately 18 months due to a payment delay from the State Water Resources Control <br />Board (SWRCB) Clean Up Fund (CUF) reimbursement. As notified in the EHD correspondence <br />dated February 24, 2009, the EHD does not have the authority to suspend investigative or <br />remedial requirements contingent on reimbursement from the CUF. Your request to suspend <br />all site activities is not approved. <br />The ground wafer beneath the site and off <br />site is highly impacted by the former underground <br />storage tank (UST) release. Currently the ground water contaminant plume is not fully <br />delineated and recently the EHD has approved an interim remedial action plan (IRAP) for the <br />site. Although the remediation wells have been installed, the soil vapor extraction (SVE) and <br />insitu air sparging ]AS) unit has not been installed and the trenching to connect the remediation <br />wells to the unit has not been completed. <br />In correspondence dated May 5, 2009, the SWRCB-CUF recommended in their 5 -year review <br />update that "the San Joaquin County LOP direct the responsible party to reduce monitoring and <br />focus limited resources on active remediation." In correspondence dated February 24, 20091 <br />the EHD recommended many wells that could have their frequency reduced and constituents <br />analyzed for discontinued. You were asked to evaluate our recommendation and submit a <br />proposal for sampling reduction to the EHD within 30 days. The proposal has not been <br />received at the EHD. <br />
