AW
Fernando's Place June 10, 2009
1201 S. Center St. Page 2
Stockton, CA 95206
On May 19, 2009, the SWRCB passed resolution #2009-0042 which required the EHD tc
reduce the sampling frequency for sites' wells to semi-annual. In order to comply with this
resolution, the EHD modifies the sampling and laboratory analyses for this site as follows:
1. Wells MW -6A, MW -76 through 7D, MW -8A through 8D, and MW9-A-D are to be
sampled and analyzed annually for total petroleum hydrocarbons as gasoline (TPHg),
benzene, toluene, ethylbenzene, xylene (BTEX), methyl tertiary -butyl ether (MtBE),
tertiary amyl methyl ether (TAME), and 1,2-dichloroethane (DCA) starting in 2010.
2. The remainder of the wells are to be sampled semi-annually and analyzed for the same
Z constituents listed above. I•'
In order to discuss the status of your site, the EHD requests your presence at a meeting to be
held on July 14, 2009, at 10:00 a.m., at the EHD, 600 E. Main Street, Stockton, CA. You may
have your consultant, AGE, attend also. The EHD understand that finances are a problem at
this time and would like to work out a schedule with you that allows for you to continue your
required remediation and work within your budget also.
Please be prepared to discuss the following concerns:
1. A lack of vertical ground water plume delineation near MW4 and MW -5;
2. A lack of lateral ground water plume delineation in all five hydrological units (HU),
particularly toward the north and the east and toward the residential areas;
3. A lack of monitoring wells with screened intervals between 40 feet below ground surface <
(' bgs) and 100' bgs;
4. The potential for vapor intrusion to the nearby residences located around the site has
not been evaluated. Some of those houses appear to have either half or full basements
and are very close to monitoring wells with elevated levels of dissolved petroleum in the
ground water;
5. The lack of sorbed and dissolved contaminant mass estimates for the site, and
6. The apparent instability of the dissolved plume.
7. A time schedule for completion of remedial system installation, IRAP activation, and the
date the work plan for continued investigation will be submitted to the EHD.
You may direct your submittals and any questions you may have to Michael Infurna, at (209)
 j
Michael J.
