Center Street
In light of these results and concerns , the LHD has re-evaluated your request to
conduct interim and final remedial action . The vadose zone soil contamination
appears to have been generally defined and the EHD has concluded that
addressing contaminants in this zone at this time would be appropriate to reduce
the contaminant mass in soil still potentially degrading shallow ground water at
the site .
The dissolved petroleum ground water plume appears to be unstable and
migrating offsite , based on recent monitoring data , therefore the EHD has re-
evaluated your proposal to conduct GWE at this site . GWE as an interim
remedial action has the potential to remove dissolve petroleum mass and reduce
or control continued offsite migration .
You are hereby directed to submit a work plan that addresses the assessment
concerns discussed above , an interim groundwater remediation work plan , and a
remedial action work plan (RAP ) for impacted vadose zone soil . The work plan
for this additional site assessment is due at the EHD no later than 29 December
2006 and the RAP for soil vapor extraction and work plan for interim GWE is due
at the END before 12 January 2007 .
The cross sections included in the Report do not contain all the borings and wells
installed for this site . Please provide an adequate number of cross sections that
show ALL of the wells and screen intervals, and with the lithological units
identified from the boring logs correlated . - The EHD is particularly concerned
with the sand units that may serve as contaminant migration pathways.
Adequate monitoring of each significant potential contaminant migration pathway
should be demonstrated on the cross sections and maps .
Please submit a revised Report in the format of a Site Conceptual Model (SCM )
for this site. The work plan due at the EHD on 29 December 2006 should be
presented in the context of the SCM .
