v <br /> NOTICE <br /> Executive Summary For Proposed Subsurface Cleanup <br /> 1717 South Center Street in Stockton, California <br /> Philip Services Corporation (PSC) has proposed a plan to remediate <br /> subsurface petroleum hydrocarbon impact from a leaking <br /> underground storage tank (UST) at 1717 South Center Street in <br /> Stockton, California. California UST Regulations require that this <br /> notification be posted and the public be allowed a period to comment <br /> on the proposal prior to enactment. <br /> A 1 ,000-gallon gasoline UST was removed from the site in December <br /> 1990. Subsequent site investigations indicated that the subsurface <br /> soil and groundwater were impacted with components of gasoline <br /> compounds. <br /> PSC performed tests and evaluated that air sparging and soil vapor <br /> extraction would be an effective method to remediate subsurface <br /> gasoline impact. Air sparging, which is the injection of air into <br /> groundwater, promotes removal of petroleum hydrocarbons through <br /> aerobic biodegradation and volatilization. Vapor extraction is utilized <br /> to remove volatile compounds from the subsurface and to control and <br /> recover fugitive vapors from the soil. The recovered vapor stream is <br /> treated to acceptable levels by passing it through carbon canisters, <br /> which would be permitted through the local air quality management <br /> district. <br /> Surface equipment will consist of an air injection compressor, a vapor <br /> extraction blower, and two carbon canisters. Once acceptable <br /> cleanup levels are achieved, the equipment will be removed and the <br /> site surface will be properly restored. <br /> PSC anticipates a period of at least one year of operating the air <br /> sparging and soil vapor extraction system until cleanup levels are <br /> achieved. <br /> FILE COPY <br />
