Center Street RO#: 0000110 <br /> Stockton, CA., 95206 SWRCB-CUF#4423 <br /> San Joaquin County Environmental Health Department (EHD) has reviewed <br /> "Remedial Action Plan" dated March 6, 2003 as submitted by Philip Services <br /> Corporation (PSC) on March 10, 2003 and has the following comments. <br /> On August 6, 2002, the EHD approved "Pilot Testing Work Plan"and in January <br /> 2003, PSC conducted the field-testing of the soil vapor extraction (SVE) and air <br /> sparging (AS) in preparation of final system design. <br /> Based on step-vacuum and constant-rate tests in the existing test and monitoring <br /> wells, a radius of influence was approximated for injection flow rates and vacuum <br /> extraction for the sparging breakout pressures tested. PSC estimated that the <br /> impact from the former USTs is limited to the area currently within the area of <br /> influence and no other remediation wells are required. By adding MW-2 to the soil <br /> vapor extraction system, PSC concluded that the remediation wells needed to effect <br /> the remediation are already installed, and only the blowers, piping, and monitoring <br /> systems need to be installed. <br /> Comments in the RAP indicated, "the system will be operated until EHD clean-up <br /> objectives are obtained ......... Please be advised that the California Underground <br /> Storage Tank Regulations state that cleanup levels to be achieved for groundwater <br /> with current or potential beneficial use are the numerical objectives in the water <br /> quality control plan of the Central Valley Regional Water Quality Control Board <br /> (CVRWQCB). For our basin, the cleanup levels to be achieved are maximum <br /> contaminant levels (MCL). <br /> EHD concurs with your consultant's proposal to implement AS-SVE as proposed. <br /> The included schedule should provide ample time for system installation and <br /> obtaining the San Joaquin Valley Unified Air Pollution Control District (SJVUAPCD) <br /> permits needed to construct and start the system. Please provide copies of <br /> SJVUAPCD permits to construct and operate as they are obtained. <br />
