Quarterly remediation reports may be included in the quarterly groundwater monitoring reports due at EHD prior to subsequent groundwater sampling events. All monitoring well groundwater samples and a representative number of soil vapor samples should be additionally analyzed for 1,2-DCA, EDB, (8260B) organic lead (LUFT) and methanol and ethanol (8015m). At least two consecutive groundwater- sampling events are required for these constituents from all of the four monitoring wells, sparge well "SP-1", and any groundwater in "VEW-1". Soil vapor analyses for these constituents may be discontinued if your constant determines they are no longer needed to support any future conclusions about this site. If the oxygenate and other gasoline additive constituents are not detected above acceptable detection levels for two consecutive sampling events, the analysis for the non-detectable contaminant may be discontinued upon request and EHD approval. In order to proceed with a Corrective Action, the California Underground Storage Tank Regulations require EHD to inform the public of the proposed activities contained in the plan and allow a time period for any comments. Please have your consultant submit a single paged, non-technical "Executive Summary" to EHD that explains in general language, a brief history of the site, what is proposed at the site under the remedial action plan, how the site will be after the corrective action plan is completed, and the length of time the action will take. EHD will 'post' the site and establish a comment period for the public to inquire about the plan. At the end of public comment period, EHD will advise you if you may proceed with the remedial action or if a hearing has been requested. No corrective action, including construction, trenching, or system installation may proceed until EHD notifies you that you have successfully passed the public participation comment period.
