In order to understand <br /> your future plans for this site, all reports submitted to EHD are to have a <br /> `recommendation' section, as well as a `conclusion' (summary) section. <br /> These two sections provide EHD with your consultant's professional evaluation of <br /> both the site and the interpretation of the most recent phase of investigation and <br /> the recommendation section allows EHD a view into your long-range plans for <br /> investigation and/or remediation plans. <br /> It appears to EHD that the installation of one soil vapor extraction well and one <br /> air sparge well in and adjacent to the former UST area would indicate that you <br /> are planning to conduct remedial action field testing in preparation for submittal <br /> of the required Problem Assessment Report (PAR), yet no discussion of this <br /> possibility was included in the report. <br /> EHD will review evaluations and recommendations included in reports and will <br /> comment and/or approve requests that are included. Without requests, <br /> recommendations, or questions in the report, EHD is unaware of your plans and <br /> has no alternative but to direct the next phase and establish deadlines for their <br /> submittal and drill/installation dates. <br /> EHD strongly recommends that a schedule for the next phase of investigation be <br /> included in every report submitted to EHD. Responsible parties should confer <br /> prior to the report release and agree on dates for the continued site work. The <br /> dates selected are to be included in the report along with the conclusions and <br /> recommendations. EHD will evaluate, comment, and approve, as appropriate, <br /> on the contents of the report. <br /> You are hereby directed to submit a work plan to continue the investigative <br /> phase for this site and commence field-testing of at least two remedial _ <br /> alternatives for returning the beneficial water beneath this site to `pre- <br /> release' conditions. <br /> A work plan, any permit applications, and fees are due at EHD before July <br /> 31, 2002. <br /> Please incorporate MW-4 into your quarterly monitoring program. In addition, <br /> 1,2-DCA, EDB, lead, methanol, and ethanol analyses are required for at least <br /> two consecutive groundwater-sampling events. If these constituents are not <br /> detected above acceptable detection levels for two consecutive sampling events, <br /> the analysis for the non-detectable contaminant may be discontinued upon <br /> request. <br />
