r Carl Navarra. et This site is located approximately 1/4-mile east of the subject property on the southwest comer of East 11th Street and North F Street. On November 19, 1986, 1-200 gallon fuel tank was removed.Soil samples taken from the tank excavation were reported none detected(ND) for TPH-G and BTEX,lead was reported at 14.5 ppm. In a letter dated February 7, 1994, from the SJCPHS required no further action required at this time regarding the 200 gallon fuel tank. According to the most recent Quarterly Groundwater Monitoring Report,the site was occupied by a service station from approximately 1946 to 1978, and was operated by various dealers (ie. Signal,Enco, and Terrible Herbst Inc.). In April 1984, 1-10,000 gallon fuel tanks, and 2-3,000 gallon fuel USTs were removed from the property.The USTs were in operation from 1972 to 1984. The most recent groundwater analytical results were reported not detected,except samples collected from monitoring well NAV-4 located in the northeast corner of the property at East I lth Street and North F Street. Analytical results for TPH-G was reported at 1,700 ppb,benzene ND,toluene 22 ppb,ethylbenzene 57 ppb, and xylenes 250 ppb. Groundwater flow direction appears to be to the northwest at a calculated hydraulic gradient of 0.003 ft./ft. An operating Beacon Service Station located on the northwest comer of East 11th Street and North F Street has a document fuel release. According to letters and reports copied from the RWQCB files,the Beacon Service Station(153 East 11th Street) and Carl Navarra property (152 East i lth Street) plume of contamination}have commingled.The SJCPHS held a meeting on September 14, 1993, to discuss the source of groundwater contamination,and remediation efforts at both site.These issues were not resolved at the meeting, and SJCPHS is working with both parties to resolve the issues and began remediation of the commingled plume.Refer to Appendix C for additional information. Begggn Servige This site is located approximately 1/4-mile east of the subject property on the northwest comer of East 11th Street and North F Street. On October 28, 1986, 2-8,000 gallon fuel tanks, and 1-5,000 gallon fuel USTs were removed and new tanks installed. Groundwater monitoring wells were installed and sampled until September 1988 and then began sampling the wells again in May 1991.The most recent Quarterly Groundwater Monitoring Report is presented in Appendix C along with additional information on the site. West I I th 5treet This site is located approximately 0.3-miles west of the subject property on the southwest comer of West 11th Street and North B Street.The SJCPHS requested that the RWQCB allow closure of the site.After reports were reviewed,the RWQCB requested additional quarterly groundwater monitoring before closure willbe issued. No Quarterly Groundwater Monitoring Reports were available at the RWQCB.Information copied from the RWQCB files is presented in Appendix C. On March 22, 1991, 1-500 gallon fuel tank was closed in place.Three soil borings were drilled and converted to groundwater monitoring we on May 29&30, 1991. Soil samples collected from the soil borings were reported)ND for BTEX and TPH-G. 10
