On November 5, 1988, 1-300 gallon waste oil tank was removed from the property. Soil
samples collected reported TPH at 4,000 ppm, benzene at 760 ppb, toluene at 1,290 ppb,
ethylbenzene at 540 ppb,and xylene at 2,000 at ppb. No additional information was found
in the file regarding follow-up work performed on the former waste oil tank.
Togy School District. 315 East I Ith S=et
This site is located approximately 0.4-mile east of the subject property on the northeast
comer of East 11th Street and East Street. On September 16, 1987, 1-1,000 gallon gasoline
fuel UST was removed from the site, and three soil borings were drilled in the vicinity of
the former UST location(January 4, 1988), and converted to monitoring wells.
Groundwater collected from the monitoring wells detected low levels of benzene
(0.90710.532 ppm). Additional quarterly groundwater sampling has not detected petroleum
hydrocarbon above the detection limits.
On December 21, 1993, 1-1,000 gallon diesel UST was removed from the site. No soil
samples were taken during the tank removal, and the excavation was lined with plastic
sheeting(10 mil),backfilled, and capped with asphalt. SJCPHS has requested additional
work be performed at the site. Additional soil borings were drilled and soil and
groundwater samples were collected and analyzed for TPH-G,TPH-D,BTEX and, total
lead. Analytical results reported high concentrations of TPH-G, and BTEX.Refer to
Appendix C for analytical results. SJCPHS recommends that a comparative evaluation of
the cost effectiveness and efficiency between the types of groundwater treatment
alternatives proposed be performed. The proposed remediation for the site is scheduled for
the summer of 1995.Refer to Appendix C for information on the types of remediation
systems proposed.
Beacgn Service West I 11h Street
This site is located approximately 0.4-mile west of the subject property on the northwest
comer of West 11th Street and Bessie Street. In 1988,three USTs were removed from the
site. Soil and groundwater samples collected detected Hydrocarbon contamination. The soil
was allowed to aerate for more than a year, and the tank excavation has not been backfilled.
Groundwater monitoring wells were installed between 1988 and 1993, and have not been
sampled on a quarterly basis.A quarterly monitoring program was initiated in February
1993.The most recent Quarterly GroundwaterMonito'rnng Report is presented in Appendix
C.SJCPHS has requested a Problem Assessment Report be submitted after the extent of
contamination has been defined beneath the site.
Ed's Muffler Sbgp- 595 East I I th Street
This site is located approximately 0.5-mile east from the subject property on the north side
of East 11th Street between Franklin Avenue and East Street. In 1979, one UST was
removed and replace due to an approximately 1,400 gallons of gasoline leaked into the soil
and groundwater. In January 1990, 1-8,000 gallon fuel, 1-7,500 gallon fuel, 2-4,000
gallon fuel and, 1-500 gallon waste oil USTs were removed from the property. In March
1992,three groundwater monitoring wells were installed at the site.Groundwater samples
collected from the monitoring wells reported high concentration of TPH-G and BTEX.
11
