Montgomery, Multimodal Stations Coordinator <br /> SUBJECT: TRACY MULTIMODAL STATION -PHASE II HAZARDOUS MATERIALS <br /> REPORT <br /> Meinfelder has completed their Phase II Hazardous Materials ReportY on the Trac Multimodal <br /> ACE Station site in downtown Tracy. They found some benzene in the ground water and some <br /> minor soil contamination (refer to the attached "Executive Summary"). I have submitted copies <br /> of the Kleinfelder report to the San Joaquin County Public Health Service, Environmental Health <br /> Division(PHS/EHD) and the Regional Water Quality Control Board (RWQCB). <br /> Mike Infurma, PHS/EHD, called yesterday to say that he had reviewed the Kleinfelder Report and <br /> he had spoken with Kit Curtis, RWQCB. The RWQCB will want some additional testing to <br /> determine the source of the contamination. The RWQCB is very busy right now. Due to staffing <br /> problems the RWQCB can not help develop a plan to investigate ground water contamination. <br /> The RWQCB will prepare a letter to the Rail Commission stating that further investigation is <br /> warranted. Once we receive that letter, Mike Infurma has agreed to help the Rail Commission <br /> decide how to proceed. <br /> The Rail Commission could enter into a voluntary program, under SB 1248, to determine the <br /> source of the contamination.
