.. . .........
ENVIRONMENTAL SITE ASSESSMENT REPORT
MULTI-MODAL STATION/SHOPPING CENTER
"SIX-BLOCK" PROJECT
STOCKTON, CALIFORNIA
EXECUTIVE SUMMARY
May 31,2001
Condor Earth Technologies, Inc., performed a Phase I Environmental Site Assessment (ESA) for the
Stockton Multi-Modal Station/Shopping Center located in the six blocks bounded by Miner Avenue
(north), Stanislaus Street (west), Weber Avenue (south), and the Southern Pacific Railroad (east), in
Stockton California. The Phase I ESA was performed in accordance with the guidelines set forth in
Practice E 1527-00, Standard Practice for Environmental Site Assessments: Phase I Environmental Site
Assessment Process, published in July 2000 by the American Society for Testing and Materials (ASTM),
and in accordance with the prevailing standard of care for completing such assessments in California at
this time. The purpose of the ASTM Phase I ESA is to assist the client with appropriate inquiry into the
previous ownership and uses of the property to satisfy this element of the innocent landowner defense' to
Comprehensive Environmental Response, Compensation and Liability Act(CERCLA) liability. Based on
the information provided by file reviews, owner/occupant questionnaires, interviews, site reconnaissance,
historical research, and aerial photos, the following environmental conditions were revealed:
FINDMGS
Condor identified three recognized environmental conditions do the site and adjoining properties (Figure A).
• The property at 145 N. Grant Street (730 E. Channel Street), the former Stockton Metropolitan
Transit District facility may contain USTs. San Joaquin County PIJS/EHD records indicate 10 USTs
were present on the property in 1985. Two USTs were removed in 1987, but there are no records
indicating the status of the remaining eight USTs. The existence of USTs on site, both past and
present, represents a potential risk to soil and groundwater.
The 1940 Polk City Directory for Stockton indicates a gas station was located at 802 E. Miner
Avenue_ No other records were found pertaining to the gas station at this address. There was no
listing for this address in the 1945 city directory. The type and number of fuel tanks installed at the
gas station, and their disposition after the removal of the gas station, is not known. If USTs are still on
site, then they represent a potential risk to soil and groundwater.
• A groundwater investigation is currently in progress at 308 N. Grant Street. This property
north of the site across Miner Avenue. Records indicate high concentrations of c ntaminantsated are
present in the groundwater at this property. It is possible, though not known, that contaminants in the
groundwater beneath this property have migrated to the southeast and are now present in groundwater
beneath the site.
L'Terms in italics are defined by ASTM in Practice£1527.See Glossary of Terms and Acmnytn_s(Appendix F).
