Gardner Trucking,Inc.
2577 W. Yosemite Ave.
Manteca, CA
Spill Prevention Control and Countermeasures Plan
C) Mobile and Portable Containers (40 CFR 112.8(c)(11))
Small portable storage containers (i.e. 55-gallon drums, and 1 quart plastic containers) are
stored and utilized inside the truck shop and parts department. Any spilled material is
quickly contained and cleaned up using absorbent material and appropriate cleaning
products as outlined in the Spill/Discharge Response Plan, located in Part 7 of this plan.
d) Overfill Prevention Systems (40 CFR 112.8(c)(8))
The two (2) 10,00-gallon ASTs are equipped with remote liquid level sensors and an
overfill prevention system. The remote system is a Pneumercator liquid level system with
overfill alarms designed to sound when fuel levels exceed 90% of the tank capacity. The
liquid level and overfill prevention alarm system is located in the Parts Department. Fuel
delivery drivers are trained by site personnel on the liquid level system and site personnel
oversee all fuel deliveries. During fuel deliveries, site personnel in the Parts Department
can readily communicate with the driver and will notify the driver immediately when the
overfill prevention alarm system sounds off. The remote system is inspected and tested on
a regular basis to ensure proper operation.
All other aboveground storage tanks on site are equipped with a direct-reading level gauge.
The liquid sensing devices associated with the tank's level gauge are inspected and tested
on a regular basis to ensure proper operation.
Storage drums or small containers are not refilled;therefore, they do not require an overfill
prevention systems.
e) Visible Discharges (40 CFR 112.8(c)(10))
Visible discharges from any container or appurtenance, including seams, gaskets, piping,
pumps, valves, rivets, and bolts, are quickly corrected upon discovery. Spilled petroleum
is promptly cleaned up and removed from the facility in accordance to the waste disposal
method described in Section 7.1.5 of the Spill/Discharge Response Plan, located in the Pant
7 of this plan.
f) Corrosion Protection (40 CFR 112.8(c)(4))
There are no underground storage tanks present at this facility. Therefore, corrosion
protection is not applicable to this facility. The only underground piping is from the
10,000-gallon diesel tank to the two satellite fuel dispensers (Figure 4). The underground
lines are coated and cathodically protected to prevent corrosion and leakage into the
ground.
g) Partially Buried and Bunkered Storage Tanks (40 CFR 112.8(c)(5))
58
