A tank facility statement or business plan has not been submitted. The last Hazardous Materials Business Plan was submitted on October 12, 2017. A tank facility statement identifying the name and address of the tank facility, a contact person for the tank facility,the total storage capacity of the tank facility, and the location, size, age, and contents of each storage tank that exceeds 10,000 gallons in capacity and that holds a substance containing at least 5 percent of petroleum shall be submitted annually. Submittal of a business plan satisfies the requirement to submit a tank facility statement. Immediately submit a tank facility statement or business plan. This is a Class II violation. 301 CFR 112.5(a) Failed to amend Plan as necessary. There were two 193 gallon diesel generators located in the east and west compressor rooms that were not addressed in the SPCC plan. There was one 240 gallon gasoline tank located in fueling area that was not addressed in the SPCC plan. David Carlock and Joe Perez were listed as the designated persons responsible for on site spill prevention and SPCC. David Carlock and Joe Perez are no longer employed with the company. The Spill Prevention, Control, and Countermeasure(SPCC) Plan must be amended when there is a change in the facility design, construction, operation,or maintenance that materially affects its potential for a discharge,within 6 months of the change, and implemented as soon as possible, not later than 6 months following preparation of the amendment. Immediately make all necessary amendments to the SPCC Plan to accurately represent the procedures and policies currently in place at the facility. Note: There was a 240 gallon waste oil tank located outside the maintenance area which was on site for less than six months and will need to be added to the SPCC plan. This is a repeat violation, Class II. 302 CFR 112.5(b) Failed to review Plan once every five years and/or implement any resulting amendments. The Spill Prevention, Control, and Countermeasure(SPCC)Plan was last reviewed on October 1, 2010. A review and evaluation of the SPCC Plan must be conducted at least once every 5 years. As a result of this review and evaluation,the SPCC Plan must be amended within 6 months of review, and re-certified by a Professional Engineer if any technical amendments were made. Immediately conduct a review of the facility SPCC Plan and make any necessary amendments. This is a Class II violation.
