Discharge prevention briefings for oil <br /> handling personnel must be scheduled and conducted at least once a year to assure adequate understanding of the <br /> SPCC Plan for that facility. Such briefings must highlight and describe known discharges or failures, malfunctioning <br /> components, and any recently developed precautionary measures. Immediately schedule and conduct a discharge <br /> prevention briefing, ensure that they are scheduled and conducted at least once a year. <br /> This is a minor violation. <br /> 628 CFR 112.7(a)(1), 112.70) Failure to include in the Plan discussion of conformance with Federal and State <br /> requirements. <br /> The SPCC plan did not discuss conformance with Federal and State requirements. Include in your Plan a complete <br /> discussion of conformance with the applicable requirements and other effective discharge prevention and <br /> containment procedures listed in any applicable more stringent State rules, regulations, and guidelines. Amend the <br /> SPCC plan as necessary and provided a copy to EHD. <br /> This is a minor violation. <br /> 705 CFR 112.8(c)(1)Container not compatible with oil stored and/or storage conditions. <br /> Container compatibility with the oil stored and/or storage conditions was not addressed in the SPCC plan. <br /> Containers shall be compatible with the material stored and the conditions of storage such as pressure and <br /> temperature. Immediately amend the SPCC plan to include a discussion of compatibility of the tanks and submit a <br /> copy to the EHD. <br /> This is a Class II violation. <br /> 706 CFR 112.8(c)(2)Failed to provide and maintain adequate secondary containment. <br /> The two 285 gallon diesel tanks in the Fire Pump Building are described as having secondary containment provided <br /> by the oil/water separator. The SPCC plan does not address the capacity of the oil/water separator. All bulk <br /> storage tanks must be provided with a secondary means of containment for the entire capacity of the tank and <br /> sufficient freeboard to contain precipitation.
