Ok I have gone through the 5th & 6th Editions of the SP001 Standards and sections 7 &8 of both. The Reports I did were
to the 5th Edition Standard as found in the SP001 Standard for Inspection of ASTs. If the issue is you want the 6th Edition
Standard I can redue the reports as the 6th Edition has field for elevated tanks, spill control (instead of Containment)
and AST Category.
Thanks, Gary Reeves
209 661 6611
>On Mar 6, 2019, at 4:32 PM, Cesar Ruvalcaba [EH] <cruvaIca ba@sjcehd.com>wrote:
> Hi Everyone,
>Thank you for your assistance and conversations regarding the inspection reports. I just spoke with Mr. Reeves over
the phone and there seems to be some confusion. Mr. Reeves is under the impression that STI has provided him the
required forms to submit that fulfill the requirements of a formal inspection under the SP-001 standard. It was stated
that he feels if the reports are incomplete it is because of the STI forms STI provided him don't themselves meet the
requirements of the formal inspection guidelines. He feels that he has met the requirements under the SP-001 formal
inspection standard and would like more information on what is missing from the submitted reports. I have referred him
to chapter 7 and 8 of the standard, which he stated he would read and follow and resubmit a formal inspection reports
that follow the guidelines.
> It seems like the reports are referred to differently, by the same person, depending on who is looking at them. For STI
they are shell thickness tests, for the facility they are addressed as "Certified STI Reports" and for the Environmental
Health Department they are described as meeting the requirements of SP-001 chapter 7 on a STI provided form, with
some modifications. This may have contributed to misunderstandings. I hope that the facility asked for SP-001 formal
inspections by a certified SP-001 inspector, since that is what the SPCC plan calls for and that is what the violation was
written for.
> I hope this clears some of the confusion. The reports submitted do not meet the requirements of the SP-001 standard
formal inspections by a certified inspector, STI has reviewed the reports and agrees. Since the reports are referred to as
shell thickness tests to STI,they will be considered as such, unless the department receives something in writing from
the certified inspector stating that this is incorrect. The facility will still need to submit a formal inspection report from a
certified SP-001 inspector, one that follows the guidelines in chapter 7 and 8 of the STI standard. This is what is required
by the facilities SPCC plan.
> Feel free to contact me with any questions or concerns, preferably by responding to this email so that everyone is in
the loop and the possibility of confusion diminishes.
>Thank you,
>Cesar Ruvalcaba
>San Joaquin County Environmental Health Department Environmental
> Health Specialist
> 1868 East Hazelton Ave
>Stockton, CA 95205
>S (209) 953-6213 • (209)464-0138 cruvalcaba@sjcehd.com
>-----Original Message-----
* From: Dana Schmidt<dschmidt@steeltank.com>
2
