An <br /> unauthorized release of petroleum hydrocarbons from underground storage <br /> tanks (UST) formerly located at the site has been documented and has <br /> contaminated the groundwater beneath the site. The plume of contamination in <br /> the groundwater is moving to the east/southeast, to the property owned by <br /> MGRP I, LLC located at 378 W. Charter Way, Stockton. <br /> California Code of Regulations, Title 23, Division 3, Chapter 16 (Underground <br /> Storage Tank Regulations) requires responsible parties of contaminated UST <br /> sites to conduct an investigation to determine the vertical and lateral extent of <br /> the contamination resulting from the unauthorized release at their site. The <br /> responsible party conducting the investigation at this former Texaco Station is <br /> Equilon Enterprises LLC dba Shell Oil Products US (Shell). There is currently a <br /> network of twenty-four groundwater monitoring wells that Shell has installed to <br /> investigate their plume of contaminated groundwater. Five of the wells are <br /> located on the property at 414 W. Charter Way, near the property line on the <br /> west side of the property at 378 W. Charter Way, Stockton. These five wells <br /> are set at different depths to evaluate the vertical extent of the groundwater <br /> contamination. Petroleum hydrocarbons have been found in the water samples <br /> from all five of these wells, which indicate that the plume of contaminated <br /> groundwater has traveled laterally to the property at 378 W. Charter Way, <br /> Stockton. <br /> It is the understanding of SJC/EHD that Shell representatives have contacted <br /> you and in a letter dated April 16, 2007, (copy enclosed) requested permission <br /> to access the property at 378 W. Charter Way, Stockton, to continue their <br /> investigation. SJC/EHD requests that you consider their request and grant <br /> access for the installation of the required groundwater monitoring wells.
