Box 388 <br /> Stockton, California 95201-0388 <br /> Re: Confirmation of Telephone Conversation Regarding Former ARCO Service Station <br /> No. 2168, Located at 441 West Charter Way, Stockton, California <br /> Dear Mr. Rowe: <br /> This letter is to confirm our telephone conversation on January 27, 1998, regarding the <br /> status of the vadose soil remediation at the former ARCO Service Station No. 2168, <br /> located at 441 West Charter Way, Stockton, California. As we discussed, due to low <br /> benzene influent concentrations in the extracted soil vapor, the San Joaquin County Public <br /> Health Services (SJCPHS) agreed to allow EMCON to discontinue operation of the system <br /> for a short period of time (2 weeks) followed by restarting the system to evaluate if vapor <br /> concentrations increase and sustain benzene levels that warrant continued operation or <br /> pulsing of the vapor extraction system Per your request, the procedures associated with <br /> this evaluation are outlined below. Based on our conversation, it is my understanding that <br /> if the results of this evaluation suggest that further operation of the system is not <br /> warranted, confirmation soil samples collected within the vadose zone will be necessary in <br /> order for SJCPHS to concur with recommendations to cease vadose soil remediation and <br /> subsequent system removal. <br /> It is my understanding that a meeting has been scheduled for February 18, 1998, between <br /> SJCPHS and those responsible parties identified in the immediate vicinity of the <br /> intersection of Lincoln and Charter Way to discuss those issues outlined in your letter <br /> dated January 20, 1998.
