Stantec 0 0
Quarterly Status Summary Report-First Quarter 2011
Stockton Charter Way Commingled Plume
April 13, 2011
Characterization Status
Petroleum hydrocarbon impacts in the soil are adequately delineated by the historical analytical
data and previous assessment activities. Petroleum hydrocarbon impacts in the groundwater
need further delineation as described in the SCM and the Work Plan.
Waste Disposal Summary
Investigation derived waste (IDW), including purge water from well sampling during the fourth
quarter 2010, was stored on-site in Department of Transportation-approved 55-gallon drums
pending the results of laboratory analyses. IDW was transported and disposed of at an
appropriate state-certified disposal facility. The manifests for the fourth quarter 2010 are
included with this report as Appendix A.
WDC stored the concrete cuttings and solid wastes into one 55-gallon drum during the well
reconfiguration activities on March 18, 2011, which was temporarily placed at the former Texaco
(Shell) station pending proper disposal. Waste manifest documentation will be included in a
subsequent report or submitted under a separate cover.
Recent Correspondence
The CRWQCB-CVR commented on the SCM and Work Plan and approved the
decommissioning of three wells located within the pending renovation activities at the former
Texaco (Shell) station in a letter dated February 17, 2011. CRWQCB-CVR, Stantec, Eric Holm
of Antea Group, and the responsible parties (RPs) for the Site met on March 16, 2011 to
discuss the path forward for the Site. The strategy for the Site will be evaluated and reported in
a Feasibility Study, which will be submitted by May 30, 2011 as requested by the CRWQCB-
CVR a letter dated March 17, 2011. Quarterly status reports will be submitted by April 15 and
October 15 of each year; semi-annual reports will be submitted by July 30 and January 30 of
each year. In an email dated April 4, the CRWQCB-CVR agreed that the groundwater
monitoring wells proposed for destruction will be gauged for water levels once per year (during
the second quarter) until they are destroyed.
This Quarter's Activities(First- 2011)
1. Stantec prepared and submitted the SCM on January 14, 2011.
2. Stantec prepared and submitted the Further Assessment Work Plan on February 15,
2011.
3. Stantec prepared and submitted the 2010 Request for Semi-Annual Monitoring and
Sampling, Remediation System Operations, File Review and Site Conceptual Model
Cost Pre-Approval on February 16, 2011.
4.
