Box 338 <br /> Stockton, California 95201 <br /> Re: Soil and Water Investigation Workplan for Former ARCO Facility 2168, Located at <br /> 441 West Charter Way, Stockton, California <br /> Dear Mr. Rowe: <br /> On behalf of ARCO Products Company (ARCO), Pinnacle Environmental Solutions, a member <br /> of The IT Group, (Pinnacle/IT) has prepared this workplan for the above-referenced site (Site) in <br /> response to the letter from the San Joaquin County, Public Health Services, Environmental <br /> Health Division (SJCPHS/EHD) to Mr. Kyle Christie of ARCO dated July 23, 1999. In their <br /> conversation with Mr. Christie and Pinnacle/IT representatives, SJCPHS/EHD granted an <br /> extension to September 30, 1999, for submittal of this workplan. <br /> The scope of work proposed herein is to further assess the vertical and lateral extent of <br /> hydrocarbon impacts to soil and groundwater resulting from operations at both the Site and <br /> surrounding sites, and to further evaluate the hydrogeology and groundwater flow conditions <br /> beneath the Site. These tasks are proposed to assess the on-site three-dimensional extent of fuel <br /> additives (including oxygenates), total petroleum hydrocarbons as gasoline, benzene, solvents <br /> and other known or suspected constituents in the groundwater. Results of this on-site assessment <br /> and assessments conducted by other responsible parties in the site vicinity will be evaluated to <br /> ascertain whether additional off-site, three-dimensional assessment activities are necessary by <br /> ARCO. <br /> SITE BACKGROUND <br /> ARCO Facility No. 2168 operated at the Site until 1995. Between July 1991 and October 1993 <br /> RESNA Industries (RESNA) completed 21 soil borings.
