Mr Ron Rowe Proposal 22613-100 002 <br />• January 30, 1998 <br /> Page 3 <br /> SCOPE OF WORK <br /> EMCON has prepared the following scope of work to complete the requirements <br /> associated with the project objectives All work will be performed following Appendix A of <br /> the Regional Water Quality Control Board's Tri-Regional Guidelines <br /> Task 1 - System Design and Preparation of Construction Specifications <br /> Preparation of design and construction plans and details will include, but is not hrruted to, <br /> specifications for the following <br /> e Remediation compound, including fencing and utility conduits <br /> s Installation of thermal or catalytic oxidizer, propane tank, and process piping and <br /> instrumentation. During an initial evaluation, EMCON will determine if lead is <br /> present in the soil vapors and EMCON will use either a thermal or catalytic <br /> oxidizer, whichever is appropriate <br />• o Installation of vapor extraction wellheads and subgrade piping <br /> o Installation of electrical services to the compound (if required) <br /> o Trenching, subgrade pipe installation, backfill, compaction, and resurfacing, where <br /> necessary <br /> Task 2 - Permitting <br /> EMCON will secure the following permits <br /> o An Authority-to-Construct (ATO)/Perrrut-to-Operate (PTO) from the San <br /> Joaquin Valley Unified Air Pollution Control District (SJVUAPCD) Due to the <br /> proximity of the subject site (less than 1,000 feet) to a lugh school, the <br /> SJVUAPCD requires a public notification process to issue the ATO and PTO an <br /> abatement device <br /> o Building, planning, and fire department permits from the City of Stockton, if <br /> required <br /> o, Submittal of an electrical service application to Pacific Gas and Electric (PG&E) <br /> SACNN"PJ2\2613\26131000 2AB-9814baccus 3 <br />
