Mr Ron Rowe Proposal 22613-100 002 <br />• January 30, 1998 <br /> Page 4 <br /> Task 3 - System Installation and Construction Management <br /> • EMCON will procure three competitive bids from contractors to construct and <br /> install the system as designed <br /> • Site visits will be performed by either a field construction supervisor or a project <br /> engineer to observe field work and evaluate conformity with the requirements set <br /> forth in the plans and specifications <br /> • EMCON assumes that construction of the proposed soil remediation system with <br /> a thermal or catalytic oxidizer, including final inspections, will be completed <br /> within 1 week(5 working days) <br /> • EMCON will dispose of all construction debris and impacted soil generated <br /> during construction activity at an appropriate facility <br /> o All excavated surfaces will be restored to pre-construction conditions <br />• Task 4 - System Start-up and Source Test <br /> The start-up and source testing programs for the interum SVE system with an abatement <br /> device (consisting of either a thermal or catalytic oxidizer) will be conducted during the <br /> first 5 days of system operation. Tasks to be performed include the following• <br /> o An EMCON technician will monitor the SVE system on a daily basis for the first <br /> 5 days of the system operation in accordance with SJVUAPCD standard permit <br /> conditions Daily site visits will include (1) measurements of flow rate and applied <br /> vacuum at each vapor extraction well and influent flow to the abatement device, <br /> and (2) field monitoring of organic vapors from the extraction wells and influent <br /> and effluent of the abatement device using a field flame ionization detector <br /> o An EMCON technician will collect vapor samples on the first day of system <br /> operation for laboratory analysis from the vapor extraction wells and the influent <br /> and effluent of the abatement device on the first day of operation to evaluate <br /> destruction efficiency <br /> o EMCON will submit the vapor samples collected on the first day to a state- <br /> certified analytical laboratory and analyze for TPHG, using U S Environmental <br /> Protection Agency (USEPA) Method 8010, and for BTEX and MTBE, using <br /> SA" P72\2613\26131000 2AB-98Vbaccus 3 <br />
