* R � <br /> 7, 4MCC4i <br /> 1 1433 North Market Boulevard •Sacramento caflforrita 9584'7943 • ( 1 h)928-3300• Fax(916)928 3341 <br /> r 1 3t r1 If <br /> 97J(�' 0f I <br /> July 11, 1997 <br /> \ �} Project 92097-070 21 <br /> Mr Don Rodgers <br /> 1190g <br /> (ad <br /> M Rell, Operate, and Maintain a Remediation System <br /> p, Located at 551 West Charter Way, Stockton, California <br /> Dear Mr Rodgers <br /> EMCON is pleased to have the opportunity to submit this proposal to design, install, and <br /> perform operation and maintenance (O&M) of a remediation system at The Transmission <br /> Shop (subject site), located at 551 West Charter Way, Stockton, California (see Figure 1). <br /> The primary objective of a remediation system is to,comply with the San Joaquin County <br /> Public Health Services recommendation to remediate petroleum hydrocarbon-impacted soil <br /> at the subject site. <br /> EMCON proposes to design, install, and perform O&M of a soil vapor extraction (SVE) <br /> remediation system The remediation system will consist of a vacuum blower to extract soil <br /> vapors from the modified vapor extraction wells and an abatement device to combust the <br /> extracted vapors The SVE system volatilizes high concentrations of hydrocarbons present <br /> 1n the soil and u1, the capillary fringe zone, which may provide a continuous source of <br /> hydrocarbon impact to the groundwater beneath the site. <br /> This proposal does not incorporate the scope or work or costs to delineate the extent of <br /> impact to soil and groundwater In addition, this proposal does not provide costs for the <br /> remediation of hydrocarbon-impacted groundwater <br /> Based on the subsurface investigation performed in September 1996, residual hydrocarbons <br /> were detected in the soil at the subject site. Hydrocarbon concentrations ranged from <br /> below laboratory detection limits to 11,000 parts per million Hydrocarbon concentrations <br /> were detected at approximately 10 5 feet below ground surface and extended to <br /> groundwater near the underground storage tanks (USTs) and dispenser islands Based on <br /> the results of the vapor extraction test performed at the adjacent property (441 West <br /> Charter Way), vapor extraction is a feasible method of remediatirig residual hydrocarbons <br /> in soil Existing vapor extraction wells (VW-1 through VW-4) provide adequate coverage <br /> • to remediate the hydrocarbon impact to the vadose zone and capillary fringe <br /> SACNN\PRO\P97,P9707021 AS 97\pra L <br />
