Mr Don Rodgers Project 92097-070 21 <br /> July 11, 1997 <br /> Page 2 <br /> Based on EMCON's experience at various sites, vapor extraction has been shown to <br /> decrease petroleum hydrocarbons in the soil matrix It is EMCON's opinion that the <br /> proposed scope of work is a cost-effective approach to remediate the impact to the vadose <br /> zone and capillary fringe <br /> SCOPE OF WORK <br /> EMCON has prepared the following scope of work to complete the requirements <br /> associated with the project objectives All work will be performed following Appendix A of <br /> the Regional Water Quality Control Board's Tri-Regional Guidelines The cost estimate for <br /> the following scope of work (see table) is in compliance with the UST Cleanup Fund Cost <br /> Guidelines <br /> Task 1 - System Design and Preparation of Construction Specifications <br /> Preparation of design and construction pians and details will include, but is not limited to, <br /> specifications for the following. <br /> o Remediation compound, including fencing and utility conduits <br /> o Installation of thermal or catalytic oxidizer, propane tank, and process piping and <br /> instrumentation Based on the presence of lead in the soil vapors, EMCON will <br /> use either a thermal or catalytic oxidizer. <br /> o Installation of vapor extraction wellheads and subgrade piping <br /> o Installation of electrical services to the compound (if required) <br /> c Trenching, subgrade pipe installation,backfill, compaction, and resurfacing, where <br /> necessary <br /> Task 2 - Permitting <br /> Based on verbal communication with regulatory agencies, the following permits will be <br /> paid for and secured by EMCON <br /> o An Authonty-to-Construct (ATO)/Permit-to-Operate (PTO) from the San <br /> Joaquin Valley Unified Ai Pollution Control District (SJVUAPCD) Due to the <br /> SAON\PRO\P97\P9707021 AS-97\orz n <br />
