ri <br /> fY . • i <br /> Emcon <br /> 1433 North Market Boulevard •Sacramento California 95834`-1943 Q x(916)928-3300• Fax(916)928-3341 <br /> � rw X11. <br /> r t E? s <br /> May 14, 1996 <br /> Proposal P96-050 31 <br /> Mr Don Rodgers <br /> 11900 South Union Road <br /> Manteca, California 95336 <br /> Re Proposal and Estimated Budget to Conduct a Soil and Groundwater Assessment <br /> and Remedial Action Investigation, at the Property Located at 515 West Charter <br /> Way, Stockton, California <br /> Dear Mr Rodgers <br /> EMCON is pleased to have the opportunity to submit this proposal to conduct an <br /> additional soil and groundwater investigation at the subject site (see Figure 1) The <br /> purpose of the investigation is to 1) assess the lateral and vertical extent of soil and <br /> groundwater contamination beneath the site, 2) conduct appropriate remedial feasibility <br />• studies (if warranted), 3) prepare a Corrective Action Plan (CAP), and 4) conduct <br /> quarterly groundwater monitoring of the newly installed well(s) This proposal also <br /> includes selected unit price scopes and associated costs in the event that additional <br /> assessment, feasibility activities, and subsequent reporting is necessary This proposal has <br /> been prepared consistent with your Request for Proposal (RFP), received by EMCON on <br /> April 30, 1996 <br /> The RFP requested the drilling of at least 3 soil borings to determine the extent of soil <br /> contamination, installing monitoring well(s) sufficient to determine the extent of <br /> groundwater contamination, installing at least 3 vapor extraction wells, and installing <br /> 1 air sparge well Based on a conversation with San Joaquin County Public Health <br /> Services (SJCPHS) and EMCON's understanding of project conditions at the adjacent <br /> sites (ARCO, Texaco, and Chevron Sen ice Stations), EMCON is presenting a modified <br /> version of the scope of work outlined in the RFP EMCON believes the scope of work <br /> presented in this proposal will accomplish the objectives outlined in the RFP in the most <br /> cost-effective manner The unit price scopes contained in this proposal will allow specific <br /> tasks to be implemented (if warranted) during field operations in order to complete the <br /> investigation expedttiously and cost effectively The following sections present <br /> EMCON's project approach, scope of work, project schedule, and cost estimate <br /> SAOK.796-05031-951dwa t <br />
