May 14, 1996 <br /> Page 2 <br /> BACKGROUND <br /> The subject property is located in a commercial area and is currently being used as a <br /> transmission repair shop The site was historically used as a retail service station, with <br /> gasoline dispensing activities ceasing sometime in the 1950s The release from the <br /> UST(s) was discovered during the drilling of a monitoring well near the former tank pit <br /> area in October 1993 <br /> PROJECT APPROACH <br /> The objectives of the field work are to (1) delineate petroleum hydrocarbons in soil and <br /> groundwater, (2) perform feasibility studies, if warranted, (3) prepare a CAP, and (4) <br /> perform one year of quarterly groundwater monitoring and reporting To accomplish <br /> these objectives, EMCON proposes drilling 3 soil borings and installing 1 groundwater <br /> monitoring well <br /> Because groundwater monitoring wells exist downgradient (ARCO Well MW-6) and <br /> cross gradient (Chevron monitoring well) from the former UST(s) and the relatively small <br />• size of the property, it is EMCON's opinion that the groundwater beneath the site can be <br /> characterized with the installation of one monitoring well The well will be used to <br /> characterize groundwater upgradient of the former UST(s) Two borings will be drilled <br /> near the former UST(s) and the other boring will be drilled at the north end of the <br /> property to assess the soil beneath observed surface staining In the event that <br /> hydrocarbons are detected in soil samples collected from the soil borings, selected soil <br /> borings may be converted to vapor extraction wells The vapor extraction wells will be <br /> used to perform a soil vapor extraction (SVE) test, if warranted If additional soil bonngs, <br /> vapor extraction wells, etc are needed to complete the investigation, specific unit tasks, <br /> contained in this proposal, can be implemented during field operations, with the <br /> authorization of Mr Rodgers <br /> Table 1 summanzes the estimated budget for the proposed scope of work, Table 2 <br /> provides a detailed breakdown of the estimated budget, and Table 3 presents costs <br /> associated with optional unit tasks which are not included in the estimated budget <br /> SCOPE OF WORK <br /> EMCON has prepared the following scope of work to complete the requirements <br /> associated with the project objectives All work will be performed following California <br /> Regional Water Quality Control Board's (CRWQCB) Tri-Regional Guidelines Based on <br /> a site visit, the former tank cavity has not been entirely backfilled Before EMCON can <br /> implement the following scope of work, the tank pit should be completely backfilled In <br /> SACK 1P96-050 31-95tidros 1 <br />
