The EHD has reviewed the findings of these two events
which were presented in Groundwater Monitoring Report— Fourth Quarter 2014 (GWMR 4Q14),
dated 15 January 2015 and Groundwater Monitoring Report — First Quarter 2015 (GWMR
1 Q15), dated 26 February 2015, both prepared and submitted by your consulting firm Advanced
GeoEnviron mental, Inc.
The contaminant concentrations in groundwater monitored by monitoring wells MW-1 and
MW-6, as presented from GWMR 4Q14 and GWMR 1Q15, do not show significant rebound or
increase. The EHD discussed the case with Regional Water Quality Control Board staff and has
determined the case pertaining to the subject site is eligible for closure.
The EHD directs the following: discontinuation of groundwater monitoring; submittal of the
estimated time to reach water quality goals (WQG) and initial and removed contaminate mass
estimates; preparation of a well destruction work plan; and preparation of a public participation
notice regarding the pending case closure. Prior to the destruction of wells associated with this
case, a 60-day public notification period must be conducted. As required by the Low-Threat
Underground Storage Tank Case Closure Policy (LTCP) enacted by the State Water Resources
Control Board (State Water Board) on 17 August 2012, "Municipal and county water districts,
water replenishment districts, special act districts with groundwater management authority,
agencies with authority to issue building permits for land affected by the petroleum release,
owners and occupants of the property impacted by the petroleum release, and the owners and
occupants of all parcels adjacent to the impacted property shall be notified of the proposed case
closure and provided a 60-day period to comment." Those to be notified include, but are not
limited to: California Water Service Company in Stockton, Stockton East Water District, San
Joaquin County Public Works Utilities Maintenance, Stockton Municipal Utilities Department,
Stockton Community Development Department and Stockton Public Works Department.
Comments should be directed to Gabriel Gonzalez, San Joaquin County Environmental Health
Department, 1868 East Hazelton Avenue, Stockton, California 95205-6232. Prior to distribution
of public participation notice, please provide a copy of the draft letter to the EHD for review and
comment along with the list of agencies and owners/occupants who will receive the public
participation letter.
