If water could enter into the secondary containment by precipitation or <br /> infiltration, it must be removed and disposed of properly. Immediately remove this liquid, make a hazardous waste <br /> determination per Title 22 hazardous waste regulations, and manage it accordingly. Ensure that the diesel fill sump <br /> is maintained free of liquid. <br /> This is a repeat violation, Class II. <br /> 318 CCR 2636(f)(2) Leak detector failed to detect a 3.0 gallons per hour leak at 10 pounds per square inch. <br /> The 87 line leak detector failed to detect a leak when tested. All line leak detectors shall be capable of detecting a <br /> 3-gallon per hour leak at 10 psi. Immediately have a properly licensed, trained, and certified contractor repair or <br /> replace the failed leak detector (LG 113-x listed, if applicable) and obtain a permit within one business day from the <br /> EHD. If the failed leak detector can't be replaced immediately, there is a possibility that the 87 UST system may be <br /> red tagged to prevent fuel inputs. <br /> This is a repeat violation, Class II. <br /> 319 CCR 2635, 2637.1, 2665, 2712 No spill bucket, failed to contain 5 gallons, no means to keep it empty, or failed to be <br /> tested. <br /> The diesel spill container failed when tested. All spill containers shall have a minimum capacity of five gallons and <br /> be capable of containing a spill or overfill until it is detected or cleaned up. Immediately discontinue deposition of <br /> petroleum into this tank until the component is repaired or replaced by a properly licensed, trained, and certified <br /> contractor under permit and inspection of the EHD. If the spill container can't be replaced immediately, there is a <br /> possibility that the diesel UST system may be red tagged to prevent fuel inputs. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by April 7, 2019. <br /> NOTE: The Letter from the CFO was posted under the Certification of Financial Responsibility section of CERS. <br /> All documents under the Letter from the CFO section are outdated. Outdated previously submitted documents <br /> should be discarded from the submittal if they are no longer being used to meet the UST requirements, and a <br /> current submittal should be made under each section. <br /> Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152).
