Wilson Way/Washington <br /> Stockton, CA 95205 <br /> MONITORING SYSTEM AND RESPONSE PLAN <br /> The secondary containment system of the underground fuel <br /> storage tanks and product delivery lines will be continuously <br /> monitored by a Raychem Trace Tek TTGS electronic monitor. The <br /> system will use both a water probe and a hydrocarbon probe inside <br /> the annular space of each tank, and a hydrocarbon probe inside <br /> the pipe sump/turbine area of each tank. The probes respond in <br /> less than 10 seconds from the time they make contact with the <br /> substance being monitored (either water or hydrocarbons) . The <br /> system has a self testing circuit which polls the system <br /> continuously. <br /> The Trace Tek system includes a central monitor panel which <br /> has a separate visual display for each channel being monitored. <br /> Each channel has the following: <br /> 1. One (1) green light to indicate the system is <br /> functioning, and is not in an alarm condition. <br /> 2. One (1) red light which turns on if there is any <br /> interruption of the circuit <br /> 3. One (1) red light which turns on when the substance being <br /> monitored makes contact with the probe. This condition <br /> will also sound an audio alarm immediately. <br /> This monitor panel is located in an area of the store between the <br /> sales area and the office/storage area which insures that it is <br /> seen by employees several times per shift. It is also easily <br /> accessible to maintenance personnel and any other authorized <br /> persons required to inspect the system. <br /> In addition to the electronic monitoring system, the store <br /> operator is required by ARCO to perform daily inventory <br /> reconciliation by comparing tank stick readings to dispenser <br /> totalizer readings. <br /> In the case of an alarm condition, the station operator will <br /> immediately contact ARCO Maintenance Department to report the <br /> condition. The response consists of dispatching a qualified <br /> technician to the site to determine the cause of the alarm, and <br /> initiate a cleanup if required. Response will be in accordance <br /> with the California Administrative Code, Chapter 23, Subchapter <br /> 16, Article 3. Response to an unauthorized release will be <br /> handled in the same manner. <br />
