SPILL PREVENTION,CONTROL AND COUNTERMEASURE OIL PRODUCTION FACILITY REQUIREMENTS—ANIMAL FATS, <br /> PLAN(SPCC) OILAND VEGETABLE OILS <br /> Pacific Ethanol,Stockton. <br /> 7. OIL PRODUCTION FACILITY REQUIREMENTS -ANIMAL FATS, OIL AND <br /> VEGETABLE OILS <br /> 7.1 Facility Drainage [112.12(B)] <br /> 7.1.1 Close and Seal Drains <br /> There are six diked areas at the Facility. The trench sumps and containment system contain drainage for <br /> the buildings in the Facility. If accumulated oil is observed in containment structures during monthly <br /> inspections, it will be removed in accordance with approved methods. PES will investigate to determine <br /> the source of the oil accumulation. Once identified, Pacific Ethanol will make repairs to eliminate the oil <br /> leak. <br /> 7.1.2 Inspect Drainage Systems <br /> Drainage systems are inspected monthly. If accumulated oil is observed during the inspection, it will be <br /> removed in accordance with approved methods. PES will investigate to determine the source of the oil <br /> accumulation. Once identified, PES will make repairs to eliminate the oil leak. <br /> 7.2 Bulk Storage Containers [112.12(C)] <br /> 7.2.1 Container Compatibility with Contents and Storage Conditions <br /> (112.12(c)(1)] <br /> The containers used for the storage of oil are compatible with storage conditions and the materials they <br /> hold. <br /> 7.2.2 Secondary Containment[112.12(c)(2)] <br /> The storage tanks (including denatured ethanol and corn oil) have concrete secondary containment <br /> berms and trenches. Spillage from any of the tanks at the Facility will drain into the Facility's sump <br /> system. The sump system will thus effectively serve as a secondary containment system and will prevent <br /> any release from reaching navigable waters. <br /> 7.2.3 Inspections(112.12(c)(6)] <br /> Bulk storage containers will be inspected by the Facility in accordance with the requirements of <br /> 112.12(c)(6) as applicable. <br /> 7.2.4 Discharge Avoidance Through Good Engineering Practices[112.12(c)(8)] <br /> ASTs at the Facility are equipped with high liquid level and low liquid level alarms to notify personnel. <br /> 7.3 Facility Transfer Operations [112.12(D)] <br /> The provisions of 40 CFR 112.12 are nearly identical to those in 40 CFR 112.8. Section 112.8 covers <br /> requirements associated with petroleum and Section 112.12 deals with animal fats, oils and greases, and <br /> vegetable oils. <br /> 7.3.1 Protection of Buried Piping(112.12(d)(1)] <br /> There are no buried oil-containing pipelines at the Facility. <br /> The analysis of this section was determined to be similar to the discussion in Section 6. <br /> www erm.com Project No:0453993 Pacific Ethanol 28 September 2018 Page 29 <br />
