The owner stated that he tries to prevent used oil from entering the two <br /> drains in the central work bay but some residual can leak into it. A stream of used oil was working its way towards <br /> a central work bay drain during the inspection. The owner was not sure if any of the drains lead to anywhere. <br /> Immediately stop all used oil from entering the drains. Also provide a piping layout of the all the drains in and <br /> around the business to show that no oil is going into a storm water system. If the system is contained, have the <br /> used oil pumped out and properly disposed of. <br /> This is a Class II violation. <br /> 403 CCR 66265.173 Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> The following containers were observed open in the hazardous waste storage area: <br /> -One blue 55 gallon poly drum containing oily debris <br /> -One white 55 gallon poly drum containing used oil paper filters <br /> -One white 10 gallon drain pan containing used oil <br /> -Four black 55 gallon steel drums containing used oil <br /> -One black 55 gallon steel drums containing paper and metal used oil filters <br /> -Ten 5 gallon buckets containing used oil <br /> All hazardous waste containers shall be closed at all times except when adding or removing waste. Immediately <br /> close these containers and ensure all hazardous waste containers are closed when not adding or removing waste. <br /> This is a Class II violation. <br /> 501 CCR 66262.34(f) Failed to completely label stationary hazardous waste tanks. <br /> One 270 gallon used oil tank was observed with a small smeared hazardous waste label blocked by a 55 gallon <br /> drum. <br /> One 110 gallon used antifreeze tank was observed without a hazardous waste label and an accumulation start date. <br /> All hazardous waste tanks shall be marked with the words"Hazardous Waste"and the accumulation start date. <br /> Immediately ensure that all hazardous waste tanks are marked with the required information. <br /> This is a Class II violation. <br /> 502 CCR 66265.192(a) Failed to comply with new hazardous waste tank system assessment requirements. <br /> Facility does not have a tank assessment for the 270 gallon used oil tank and the 110 gallon used antifreeze tank. <br /> The owner or operator of a hazardous waste tank shall obtain a written assessment reviewed and certified by an <br /> independent, qualified, professional engineer, registered in California attesting that the system has sufficient <br /> structural integrity, is acceptable for the transferring, storing, and treating of hazardous waste, and that the tanks <br /> and containment system are suitably designed. Immediately have an assessment prepared for the tanks.
