Charter Way SITE CODE: 1779124
stockton, Ca.
San Joaquin County Public Health Services, Environmental Health Division has completed the review of
the "Subsurface Investigation Report" dated June 1992, submitted by Artesian Environmental and has the
following comments.
Review of the data provided in this report and from previous reports indicate that additional
investigation (i.e. soil borings/monitoring wells) is needed to determine the full extent of the soil and
groundwater contamination.
It is essential to have complete soil lithology and subsurface contaminant plume data so that a thorough
evaluation of all feasible remedial alternatives for the site can be made.
For soil, the areas not fully defined are to the north of Boring 6, to the north, east and north-east of
monitoring well (MW) 4, and to the south of the former tank excavation area.
For groundwater, the areas not fully defined are to the north and north-east of MM2 and MW4, to the
south of MW1 and the former tank area, to the west of MW3 and to the west and south of MW6.
i
i
Once the full extent of the soil and groundwater contamination is known, the data should be presented
in a report which includes cross-sections showing the soil lithology and contaminant distribution,
groundwater isographs showing concentrations of each contaminant and the "zerolines" or the outer
boundaries of the plume. The report should contain all pertinent data gathered from the most current
investigation as well as all past investigations. All data should be tabulated so that it can be easily read
and evaluated, including all soil results, groundwater level measurements, gradient or inferred flow
directions and contaminant concentration data.
Please submit a workplan to investigate the full extent of the soil and groundwater contamination by
September 21, 1992.
f
If you have any questions, please contact Linda Turkatte, REHS, of my staff at (209) 468-0339.
Jogi Khanna, MD., M.P.H.
1 Health Officer
aurie A Cotulla4FH , Program Manager
Environmental Health Division
LAC/LT:Ib
c: CVRWQCB- Beth Thayer
t c: Artesian Environmental
A Division of San Joaquin County Health fare Semen
