Charter Way RO# :382 <br /> Stockton, CA, 95206 SWRCB-CUF#:000552 <br /> In correspondence dated April 28 , 2005, San Joaquin County Environmental Health Department <br /> (EHD) commented on the Cone Penetrometer Testing/Site Assessment Report you submitted . In this <br /> correspondence EHD advised that since no chemicals of concern were detected in the vapor samples <br /> collected from the soil vapor extraction (SVE) system , 'the system should be shut down unless it can <br /> be demonstrated that sufficient contaminant mass is being reduced by the system under the current <br /> prevailing conditions. " Additionally, EHD advised you that the ground water petroleum plume requires <br /> remediation and the plume in each hydrological unit (HU) should be assessed and monitored by <br /> dedicated wells in the undelineated directions . A work plan was required to be submitted for the <br /> placement of these monitoring wells. <br /> As of the date of this letter, EHD has not received documentation that the SVE operation has been <br /> discontinued or its continued use is justified . Additionally, the required work plan has not been <br /> received . The investigation phase of this site is not complete. Additional work in required . B not <br /> P q Y <br /> submitting the required information (SVE justification or work plan), you are not in compliance with <br /> EHD requirements . <br /> You are hereby directed to submit a work plan to EHD that proposes the installation of <br /> monitoring wells to investigate the lateral and vertical extent of the petroleum release from the <br /> UST located at this site. You are also directed to resume quarterly ground water monitoring <br /> and sampling for all wells at this site and to submit the report (QMR) to EHD prior to the next <br /> subsequent sampling event. <br /> The work plan is due EHD by March 31 , 2006. The next QMR (First Quarter — 2006) is due at EHD <br /> April 17, 2006.
