Charter Way RO#: 382 <br /> Stockton , CA. 95206 SWRC13-CUF#:000552 <br /> San Joaquin County Environmental Health Department (EHD) has reviewed the <br /> Cone Penetrometer Testing (CPT) Site Assessment Report dated July 19, 2004 <br /> as submitted by Advanced GeoEnviron mental (AGE) as well as two recently <br /> received Quarterly Monitoring Reports (QMR), Quarterly Report — First and <br /> Second Quarter 2004 (dated February 28 , 2005) and Quarterly Report — Third <br /> and Fourth Quarter 2004 (dated March 9 , 2005) and has the following comments . <br /> The CPT report included soil and ground water data collected in February 2004 <br /> from "CPT- 1 " through "CPT4". The four cone penetration test (CPT) borings <br /> were advanced to 100 feet below ground surface ( ' bgs) under a June 2003 AGE <br /> work plan approved by SJCEHD on September 25 , 2003 . Soil samples were <br /> collected from the unsaturated zone (vadose) as well as soil and 'grab' ground <br /> water samples from the five (5) hydrological units (HU) identified by AGE . Also <br /> included in the report were conclusions and remedial recommendations . <br /> The QMR, 1s'& 2nd —2004 contained soil vapor extraction data , but no ground <br /> water sample data , while the QMR, 3rd & 4th - 2004 included both SVE and <br /> ground water sample data from the July 19 , 2004 sampling event. There has <br /> been no more recent ground water quality data submitted to SJCEHD since the <br /> July 2004 sampling event. <br /> SJCEHD has the following concerns: <br /> • SVE operation — With no detected chemicals of concern in vapor samples <br /> collected in early 2004, it is not likely that continued operation of the <br /> system is producing a beneficial result, so the system should be shut <br /> down unless it can be demonstrated that sufficient contaminant mass is <br /> being reduced by the system under the current prevailing conditions. <br />
