BACKGROUND <br /> The Independent Trucking Company (ITC) facility is located at 1145 West Charter Way, <br /> Stockton California (Plate 1) Two 10,000-gallon aboveground diesel storage tanks (AGSTs) <br /> were formerly used to dispense fuel Both AGSTs have been emptied and removed from the site <br /> ITC has leased the property since October 1985 The current property owners are W W Miles <br /> and Patricia L Nolet According to information obtained by ITC, the current owners acquired <br /> the property in 1956 from Nomellini Construction which operated a heavy equipment business <br /> on the property prior to 1956 Nomellini Construction continues to own property adjacent to the <br /> eastern boundary of 1145 W Charter Way Between 1956 and 1970, 1145 W Charter was <br />' apparently operated by Mr Miles as a trucking business Between 1970 and 1985, several <br /> tenants occupied the property and also operated trucking businesses on the property At least six <br /> past and present owners and tenants have occupied the property for at least the past 38 years and <br /> are believed to have conducted trucking operations on the property similar to the type of <br /> operations currently being carried out by ITC <br /> The two AGSTs previously located at 1145 W Charter Way predate ITC's use of the site, and <br /> presumably were used by Mr Miles and/or his tenants to service trucks and equipment that were <br /> part of their trucking operations ITC does not know the past spill history for these tanks ITC <br /> utilized the AGSTs since occupying the property in 1985 for its own trucking operations <br /> In May 1995, approximately 2,000 gallons of diesel fuel were discharged as a surface spill from <br /> a fuel dispenser from one of the two AGSTs The discharge was reported to the San Joaquin <br /> County Environmental Health Department (SJCEHD) The fuel spill was located along the <br /> western side of the secondary containment wall for the AGST and covered a portion of the <br /> northeast area of the property At the request of ITC, Dillard Environmental excavated <br /> approximately 500 cubic yards of contaminated soil The soil was transported to Forward <br /> Landfill for disposal Verification samples were collected by ITC (Carrie Fisher, Eric Horton) <br />' All but one sample showed non-detectable results for diesel fuel The area where the one sample <br /> containing diesel was collected was excavated and resampled No petroleum hydrocarbon <br /> concentrations (diesel) were reported in the sample taken during resampling The SJCEHD <br /> (Linda Turkette) was present during both the initial sampling and the resampling Following <br /> 23-482276-BOO/CR96S276 Page 2 of 1 l October 17, 1996 <br /> Copyright 1996 Klemfelder Inc <br />
