in KLEINFELDER <br /> 2 <br /> 1 1 Petroleum Hydrocarbon Contamination from the Above Ground Diesel Storage Tanks at <br /> I1145 W Charter Way <br /> The two AGSTs located at 1145 W Charter Way predate the tenancy of ITC, and presumably <br /> were used by Mr Miles and/or his tenants preceding ITC to service trucks and equipment that <br /> were part of their trucking operations ITC does not know the past spill history for these tanks <br /> ITC has utilized the AGSTs since occupying the property in 1987 for its own trucking <br /> operations <br /> In May 1995, approximately 2,000 gallons of diesel fuel were discharged as a surface spill from <br /> a fuel dispenser for one of the two AGSTs The discharge was reported to the SJCEHD The <br /> fuel spill was located along the western side of the secondary containment wall for the AGST <br /> and covered a portion of the northeast area of the property At the request of ITC, Dillard <br /> Environmental excavated approximately 500 cubic yards of contaminated soil The soil was <br /> transported to Forward Landfill for disposal Verification samples were collected by ITC (Carrie <br /> Fisher, Enc Horton) All but one sample showed non-detectable results for diesel fuel The area <br /> where the one sample containing diesel was collected was excavated and resampled No <br /> petroleum hydrocarbon concentrations (diesel) were reported for the sample taken during <br /> resarnpling The SJCEHD (Linda Turkette) was present during both the initial sampling and the <br /> resampling Following resampling and disposal of soil from the excavated area, the SJCEHD <br /> closed the case on the spill <br /> 2 1 2 Petroleum Hydrocarbon Contamination at 1145 W Charter Way Not Related to the <br /> Above Ground Diesel Storage Tanks <br /> In 1992, ITC commenced an investigation of heavy petroleum hydrocarbon contamination that it <br />' discovered near the western boundary of the property Based on the results of ITC's <br /> investigations, past operators of the property undoubtedly contributed to the petroleum <br /> hydrocarbon contamination problems on the property ITC engaged in a clean-up of heavy <br /> petroleum hydrocarbon contaminated soil and buried waste oil/septic tanks during 1993 <br /> On August 3, 1994, ITC and the property owner, Mr Miles, met with the RWQCB to discuss <br /> responsibility for any remaining investigations and clean-up work to be done on the property <br />' related to the heavy petroleum hydrocarbon contamination During the meeting, it became <br /> apparent that buried diesel and waste oil tanks were still located on the property that had been <br /> used previously by the owner, Mr Miles, or his tenants who preceded ITC <br /> 23-482276-AOO/TR950096 Page 4 of 12 October 19, 1995 <br /> Copyright 1995 Klemfelder, Inc <br />
