DRAFT PUBLIC NOTICE
San Joaquin County Environmental Health Department(SJC EHD)hereby invites you to review
and provide comment on a Remedial Action Plan(RAP)for the J.M.Equipment Company site
located at 1245 West Charter Way,Stockton,California(Local Oversight Program Case No.
9401). A public comment period regarding this RAP will begin on xxx and end on xxx.
Responsible Parties for this Site:
J.M. Equipment Company, Manteca,CA
Project Summary:
Two(500— 1,000 gallon)underground storage tanks containing gasoline and associated
dispensers were operated at this site from the early 1970's through the early 1980's. In the early
1980's both underground storage tanks were removed from the site. Data complied during
ongoing investigations from 1996 to the present has indicated that the soil and groundwater at
the site has been impacted with gasoline range hydrocarbons.
After evaluation of several remedial options, large diameter borings that will enhance the
introduction of oxygen into the subsurface and will allow for future air sparging and/or in situ
chemical oxidation was the selected cleanup option. A Remedial Action Plan (RAP)was
prepared to identify activities that will be completed to clean up the site. The RAP documents a
proposed"remedy"that is protective of public health and safety and the environment.
A pilot test consisting of four large diameter boreholes and one observation well are proposed,
with each borehole being backfilled with perforated pipe and pea gravel to enhance the
introduction of oxygen into the subsurface. Selected monitoring wells and the proposed
observation well will be monitored to provide data regarding the effectiveness of the remedial
action.
Where Can I Get More Information?
Information regarding this proposed cleanup(RAP)can be obtained from the State Water
Resources Control Board's GeoTracker Website at: http://geotracker.waterboards.ca.gov/under
the above referenced site address. Project information for this site is also available for review at
the San Joaquin County Environmental Health Department, located at 600 East Main Street,
Stockton,CA. Review of site documents can be arranged by calling(209)468-3420.
Public Comments:
Please mail or deliver any comments or questions you may have regarding this proposed site
cleanup prior to xxx to:
Mr. Michael Infuma, REHS
Senior Registered Environmental Health Specialist
San Joaquin County Environmental Health Department
600 East Main Street,Stockton,CA
Phone: (209)-468-3454
Email: MInfurna@sjcehd.com
