Charter Way, Stockton, CA
Dear Ms. Kahler:
We aresending you this letter to give an update on the status of the project. Geological
Technics Inc. (GTI) submitted our June 10, 2003 "In-Situ Remediation Pilot Test' work plan
for an in-situ hydrogen peroxide injection pilot test. The SJC EHD issued approval of the
work plan in their September 10, 2003 letter. The injection process began on March 19, 2004
and a report on the pilot test was submitted to SJC EHD for review in November 2004. They
commented on the field work and requested that a site conceptual model (SCM) be submitted
prior to proposing further corrective action.
GTI proposed performing several continuous core borings at the site since there is uncertainty
regarding the soil profile due to previous 5-foot sampling intervals. Our March 7, 2005 "Site
Characterization Work Plan" includes three continuous core borings to determine the
presence of sand/silt layers in the core contaminant area. SJC PHS/EHD issued an April 15,
2005 correspondence that requested additional information and denied approval of the work
plan. We submitted a May 16, 2005 work plan addendum and SIC PHS/EHD approved the
work plan in their June 21, 2005 letter. However, in a letter dated June 27, 2005, SJC
PHS/EHD stated that the Regional Water Quality Control Board-Central Valley Region
(RWQCB) must approve any additional injection work so the site characterization and
remediation work was placed on hold pending concurrence from the RWQCB.
GTI contacted Mr. James Barton of the RWQCB regarding their requirements for
ozone/peroxide injection. Mr. Barton confirmed that a bench scale (laboratory) pilot study
would be acceptable to determine if the proposed injection would cause deleterious effects to
