The items listed below were <br /> still being drafted by Pacific Steel Group and were not available during the inspection. <br /> Employee training records shall include: <br /> 1. the job title for each position at the facility related to hazardous waste management, and the name of each <br /> employee filling each job; <br /> 2. written job description for each position listed above; <br /> 3. written description of the type and amount of both introductory and continuing training that will be given to <br /> each person filing positions listed above; <br /> 4. records that document that the training has been given to and completed by facility personnel. <br /> Training records on current employees shall be kept until closure of the facility. Training records on former <br /> employees shall be kept for at least three years from the date the employee last worked at the facility. Ensure that <br /> employee training is properly documented. Submit the above items to the EHD for review. <br /> This is a minor violation. <br /> 125 HSC 25404(e)(4) Failed to report program data in the California Environmental Reporting System (CERS). <br /> A submission to the California Electronic Reporting System (CERS)for the hazardous waste program has not been <br /> made. Beginning January 1,2013, all businesses are required to submit all new(or any changes to existing) <br /> hazardous waste information online to the CERS at http://cers.calepa.ca.gov. Be sure to include your hazardous <br /> waste activity in the Businesses Activities section in CERS in addition to any other relevant activities and required <br /> fields. <br /> This is a Class II violation. <br /> 301 CCR 66265.31 Facility not maintained to minimize the release of a hazardous waste. <br /> Oily absorbent saturated with used cutting oil was observed on the ground near the Rebar Cutter. Facilities shall be <br /> maintained and operated to minimize the possibility of a fire, explosion, or release of hazardous waste to air, soil,or <br /> surface water which could threaten human health or the environment. Immediately clean the waste, and manage <br /> according to Title 22 hazardous waste regulations. Submit a statement and supporting documentation explaining <br /> how this waste was managed. <br /> This is a minor violation. <br /> 304 CCR 66265.35 Failed to maintain adequate aisle space for unobstructed response to emergencies. <br /> 55 gallon drums containing used oil were placed in a 20 foot storage container blocking other 55 gallon drums <br /> containing used oil. 55 gallon drums containing used oil were also blocking both ends of a side alley with a two <br /> drums in the middle containing other waste. Adequate aisle space shall be maintained to allow the unobstructed <br /> movement of personnel,fire protection,spill control equipment,and decontamination equipment to all areas of <br /> facility operation in an emergency.
