San Joaquin County <br /> Environmental Health Department <br /> 1868 East Hazelton Avenue, Stockton, California 95205-6232 <br /> Telephone:(209)468-3420 Fax:(209)468-3433 Web:www.slgov.org/ehd <br /> Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> PACIFIC STEEL GROUP 411 GILMORE AVE, STOCKTON March 07, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> In the used oil storage area: <br /> -Twenty-one 55 gallon steel drums containing used oil were missing hazardous waste labels. <br /> -Two 55 gallon steel drums containing used oil were observed with hazardous waste labels missing the name and <br /> address of the generator,the accumulation start date,the hazardous property,the physical property, and the <br /> contents. <br /> In the rebar cutting area: <br /> -One 55 gallon steel drum containing cutting oil was observed with a hazardous waste label missing the hazardous <br /> properties. <br /> -One 5 gallon bucket containing used cutting oil was observed without a hazardous waste label. <br /> -One 5 gallon bucket containing oily debris was observed without a hazardous waste label. <br /> Four rebar cutters were observed in the facility. The rebars hold two wastes,cutting oil and oily metal shavings. <br /> The used cutting oil is stored in a secondary containment basin at the bottom. The manager stated that he drains <br /> the machines of the waste oil before they get too full. A manager said that the metal shavings saturated with used <br /> cutting oil had not been emptied in a while because it took a long time to accumulate the waste. <br /> One 30 gallon hoper containing used cutting oil mixed with metal fines was observed without a hazardous waste <br /> label. <br /> All hazardous waste containers shall be marked with the following information: <br /> -the words"Hazardous Waste" <br /> -name and address of generator <br /> -hazardous properties <br /> -physical state <br /> -composition (contents) <br /> -accumulation start date <br /> Immediately label these containers and ensure that all hazardous waste containers are marked with all the required <br /> information. <br /> This is a minor violation. <br /> 608 CCR 66266.130 Failed to properly manage used oil and fuel filters. <br /> One 30 gallon drum containing punctured oil filters was observed without a label. Used oil filters shall be drained of <br /> free-flowing oil, stored in a closed, rainproof container, labeled as"drained used oil filters,"and marked with an <br /> accumulation start date. Immediately label the container and ensure that all used oil filters are managed in this way. <br /> According to the manager,the 30 gallon drum had been on site for a while. In addition, there was no accumulation <br /> start date on the drum. Facilities that generate up to one ton of used oil filters per year may store the filters up to <br /> one year. Facilities that generate one ton or more of used oil filters may store the filters for up to 180 days. <br /> Immediately recycle these filters under a bill of lading and submit a copy of the bill of lading to the EHD. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> An inspection checklist was provided to the facility operator on the day of inspection.
