Leak Detection Ports <br /> Ah leak detection ports were opened in order to perform the tank integrity tests in <br /> accordance with the previously referenced standards and methods. There was no <br /> detection of any liquids in any of the ports or interstitial spaces. At the time of the <br /> inspection & tanks tests, there was only a cap on the leak detection ports. The <br /> Owner/Operator was advised to install a leak detection device which would either be <br /> electronic or would be visible from the ground, if actuated. The Owner/Operator <br /> subsequently installed leak detection float devices on each tank. The leak detection <br /> devices are BJ Enterprises Leak Guard mechanical float devices, which actuate when <br /> liquid is present in the secondary containment, and is readable from the ground for <br /> visual inspections. The detector has as visual indicator of liquids in the secondary <br /> containment and requires inspection on a regular basis. This type of leak detector is <br /> only capable of detecting liquids, and not capable of differentiating between water and <br /> petroleum product. That can only be ascertained via the use of petroleum product <br /> detection sensors or physical observation of the presence of a petroleum product in the <br /> interstice. The purpose of the interstice in a secondary containment tank is to detect a <br /> leak within the primary tank. As a result of all of the tanks being clear from both <br /> product and water, it is determined that all tanks have retained their integrity, have <br /> passed the integrity tests and remain fit for continued service. The SPCC Plan, which <br /> covers this facility, would indicate that integrity testing is to occur in 20 yr increments. <br /> The next scheduled SP001 inspection/test would occur in April 2039, or if intervening <br /> events and/or conditions require action earlier. <br /> Emergency Shut Off <br /> The Emergency Shut Off switches are all located within 75 feet of the AST systems, at the South side of <br /> the contiguous building, but not less than 25 feet from the fuel dispenser. Emergency Shut Off switch is <br /> located on the West exterior wall next to the door of the facling operations building which is contiguous <br /> to the fueling operations,and is at approximately eye level. Additionally there is a"red light'emergency <br /> notification system located on the South side of the building, and which actuates where there is an event <br /> requiring immediate action, <br /> Miscellaneous: <br /> Security fencing is present, serviceable, and of adequate height. All operations, including tank <br /> tilling operations, are contained within the secured areas, which is open during regular business <br /> hours. Site personnel has positive control of entry to all locations within this facility. <br />
