plunger operated on the rear top of the Baker Box, which connects to the interior of the overfill <br /> bucket thru which spilled or line residual fuel can be returned to the tank. <br /> The Baker Box had approximately '/ in. of product in the bottom. The manual return plunger <br /> was operated, determined to be in good working condition and suitable for continued use. There <br /> is substantial corrosion on all parts of the Backer Box system, which should be part of the <br /> preventative maintenance operations. Owner/Operator has been advised that the Baker Box <br /> should regularly be checked to avoid standing fuel in the containment and that both the Baker <br /> Box and the return plunger device should be addressed for corrosion and operating issues. Also, <br /> at the time of the inspection, the overfill/fill location was unlocked and easily opened. This <br /> fill location should be padlocked when not in use, although the entire yard is secured. <br /> Vents: <br /> The Modem Welding Fireguard ASTs each have a 2 inch atmospheric vent which are in <br /> operating condition and are unobstructed. The atmospheric vents go thm the roof area and <br /> terminate approximately 8ft. above the top of the tanks, which precludes atmospheric flammable <br /> congregating at the tops of the tanks and creating an explosive or combustible condition. Each <br /> of the Modern Welding Fireguard 25,000 gallon tanks has an 8 inch emergency vent for the <br /> primary vessel, and also an 8 inch emergency vent for the secondary containment area of the <br /> tank. The vents are Morrison Bros. vents, and are located next to each other and also next to the <br /> bolted 28 inch man way. The emergency vents, each actuate at 2 Y, psi. All emergency vents <br /> were inspectedand tested and found to be in good working condition. The Morrison Bros <br /> emergency vents are sized to the volume of the AST for each AST. The atmospheric vents on <br /> the 2 inch pipe risers did not appear to have any obstructions to the outflow of vapors and are <br /> suitable for continued use. <br /> Bonding/Grounding: <br /> All electrical conduits and electrical equipment in the Class I Division I areas appear to be <br /> explosion proof or intrinsically safe with no defects. <br /> Corrosion Control Systems (Cathodic Protection) <br /> The tanks are all elevated and do not require cathodic protection. <br /> Off load piping does not routinely contain product and therefore does not require cathodic <br /> protection. There are no Sections of this piping that lay on the secondary containment floor and <br /> while there is minimal evidence of corrosion there are no serious signs of corrosion requiring <br /> remedial action. <br />
