(continued) <br />with Title 22 regulations, maintain a copy on site at the facility, and submit a copy of the certified <br />assessment to the EHD. <br />405. According to Mr. Lumpkin, the hazardous waste containers at this facility are inspected monthly. <br />The owner or operator shall inspect areas used for container storage or transfer at least weekly, looking <br />for leaking containers and for deterioration of containers in the containment system caused by corrosion <br />or other factors. Immediately being conducting weekly inspections for all hazardous waste container <br />areas at this facility. <br />501. Secondary containment was not provided for the oily waste water tank. In order to prevent the <br />release of hazardous waste or hazardous constituents to the environment, secondary containment shall <br />be provided for tank systems. Secondary containment shall be designed, installed, and operated to <br />prevent any migration of wastes or accumulated liquid out of the system to the soil, ground water, or <br />surface water at any time during the use of the tank system, and capable of detecting and collecting <br />releases and accidental accumulated liquids until the collected material is removed. Immediately <br />provide secondary containment which meets the requirements of Title 22 for the hazardous waste tank. <br />503. According to Mr. Lumpkin, the hazardous waste tank at this facility is inspected monthly. The <br />owner and operator shall inspect the hazardous waste tank at least once each operating day. The <br />inspection shall include the following: <br />- overfill/spill control equipment (e.g. drainage systems, waste -feed cutoff systems, bypass systems) <br />to ensure that it is in good working order <br />- the aboveground portions of the tank to detect corrosion or releases of waste <br />- data gathered from monitoring and leak -detection equipment to ensure the tank is being operated <br />according to its design <br />- the construction materials and the area immediately surrounding the externally accessible portion of <br />the tank system, including secondary containment structures, to detect erosion or signs of releases <br />of waste (e.g. wet spots, dead vegetation) <br />Immediately begin conducting daily inspections for the hazardous waste tank. Submit a copy of the <br />inspection to the EHD by October 14, 2011. <br />812. Copies of universal waste disposal records were not found on site. A generator of universal waste <br />(alkaline batteries, mercury containing equipment, fluorescent bulbs, electronic devices, CRTs, aerosol <br />cans) shall keep a record of each shipment of universal waste on site for at least three years.
