Maintain the facility to minimize the release of a hazardous waste: The secondary containment in the closed hazardous waste treatment area contains residual waste. Correct immediately. #19. The following hazardous waste were onsite longer than 90 days without a permit or authorization: (a) (1) - 55 gallon drum container in the closed treatment area, adjacent to the waste paint sign. Accumulation start date not labeled. (b) (1) - 55 gallon drum container in the closed treatment area, adjacent to the wastewater sludge sign. Accumulation start date not labeled. (c) (1) — 55 gallon drum container in the closed treatment area, adjacent to the waste oil sign. Accumulation start date not labeled. (d) (1) — 55 gallon drum container in the closed treatment area, adjacent to a wastewater holding tank. Accumulation start date not labeled. (e) (1) — 55 gallon drum container in the closed treatment area, with a vacuum cleaner on top. Accumulation start date not labeled. (f) (1) — 55 gallon drum container in the paint storage room, labeled as wastewater borne paint, accumulation start date of 9-05-02. (g) (1) — 55 gallon drum container in the paint storage room, in the south west corner. Accumulation start date not labeled. (h) (1) — 5 gallon bucket with waste oil from the oil/water separator. Have these containers of hazardous waste removed and properly disposed of according to Title 22, CCR and provide copies of the signed off manifests. Correct by 01/13/03. #20. All of the following containers of hazardous waste were not properly labeled: See #19, a — h, above and (3) — 55 gallon drum containers located in the paint storage room had insufficient information on the labels. The following information needs to be on a label: the words "Hazardous Waste", Name, Address, Accumulation Start Date, Composition, Physical State, and Hazardous Properties. Correct immediately. #21. All containers of hazardous waste need to be kept closed at all times except when adding or removing hazardous waste. The following containers were not closed: See #19h, above. Correct immediately. #25. & #29. Generator manifest copies not sent to the Department within 30 days and Failed to file and exception report: Several "blue" copies of manifests were found in the records.
