Ms. Kaitz: <br /> On June 19, 1996, Hygienetics Environmental Services, Inc. (Hygienetics) conducted a Phase II <br /> Environmental Site Assessment(ESA)at the Country Hollow Apartments (herein referred to as the <br /> subject property) at 5858 Morgan Place in Stockton, California (Figure 1, Attachment A), to <br /> determine the presence or absence of on-site hydrocarbon contamination from total petroleum <br /> hydrocarbons (TPH), volatile organic compounds (VOCs), and California Code of Regulations <br /> (CCR) Title 22 metals. The investigation was conducted as part of a real estate transaction; no <br /> known contamination currently exists on the subject property. <br /> Background <br /> The subject property is a 99-unit apartment building constructed in 1984 and 1985; it currently <br /> consists of 17 one- and two-story residential buildings, a rental office building, a swimming pool, a <br /> hot tub/spa, waterscaping/ponds, and landscaped areas. Between 1947 and 1979, portions of the <br /> subject property were occupied by the Lincoln Village Water Pollution Control Plant which contained <br /> five 4- to 6-foot deep, unlined oxidation ponds; these ponds accepted domestic sewage only. <br /> Although aerial photographs indicate that some of the Country Hollow Apartment property was <br /> constructed over areas formerly occupied by the Plant's access road, office, and other above grade <br /> structures, most of the property was placed over portions the former treatment plant's oxidation <br /> ponds, after the ponds had been filled in (Figure 2, Attachment A). <br /> Aerial Photograph Review <br /> Hygientics personnel contacted and interviewed Mr. William Arbogast at the San Joaquin County <br /> Utilities District(SJCUD) in Stockton, California. Mr. Arbogast did not have any site plans for the <br /> former Lincoln Village Water Pollution Control Plant,but he did have some large scale oblique aerial <br /> photographs. A review of vertical aerial photographs was made at the San Joaquin Public Works <br /> Department in Stockton, California. A November 1975 aerial photograph (scale 1:4,800) showed <br /> the oxidation ponds. A 1983 aerial photograph (scale 1:4,800) showed the subject property just <br /> prior to building construction.
