Response: BP West Coast Products LLC will immediately follow the required
notification and approval process before replacing any drop tubes at Arco gasoline
stations within San Joaquin County.
3. Alleged Violation: The UST Program Inspection Report stated, "CCR 2630 (d) -
Continuous monitoring system for UST system. While conducting a wire out test it was
discovered that a wire (a random) in the panel was pulled both turbines did not shut
down. In order to meet positive shutdown requirements, all turbines are to be shut down,
if any inside wire is not connected (functional). During this inspection this was not the
case, however the problem was corrected on site when the panel was re -programmed.
Response: It is unclear what wire was pulled during the inspection, however, the report
indicates that this issue was resolved on site.
I have also enclosed the Monitoring System Certification, which includes the annual spill
bucket test data sheet, and the electronic leak detector test data sheet With the transmittal
of this letter, it is our understanding that the above-mentioned alleged violations
associated with this routine inspection conducted on October 16, 2003 have been
resolved. If this is not correct, please contact me as soon as possible. If you have any
questions regarding the enclosed documents, or if further action is required by
BP/ARCO, please contact me at (800) 525-5857 x6233.
T y yours,
c +1 rk
J04nlchetter
Environmental Compliance Specialist
BP West Coast Retail Business Unit
Enclosures
cc: File 2186
Deborah Felt
bcc: Sandra Ikuta
Max Sloves
