5.0 SPCC OPERATIONAL PROCEDURES <br /> The following preventative maintenance and operational procedures are implemented by Wilbur-Ellis to <br /> prevent oil discharges during the handling, use,or transfer of oil products at the facility. <br /> 5.1 INSPECTIONS, TESTS,AND RECORDS (40 CFR 112.7[e] & 112.8[c][6]) <br /> Facility personnel perform a variety of inspections and testing on oil storage equipment.These inspections are <br /> summarized in the Tank Farm and Wilbur-Ellis Tank Procedures,available on Weconnect.A blank copy of Wilbur- <br /> Ellis' annual Tank Farm Inspection From is also included in Appendix C. Copies of completed inspection forms <br /> for the last 3 years are kept at each facility. <br /> 5.2 PERIODIC INTEGRITY TESTING AND INSPECITON (40 CFR 112.8 [c][6]) <br /> Integrity testing and inspection procedures are summarized in the Tank Farm Program, available on <br /> Weconnect. <br /> 5.3 BRITTLE FRACTURE EVALUATION (40 CFR 112.7[i]) <br /> Wilbur-Ellis does not have any oil-containing ASTs that were constructed on site and,therefore,are not subject <br /> to brittle fracture evaluation requirements. <br /> 5.4 LOADING/UNLOADING AND TRANSFER OPERATIONS (40 CFR 112.7[h] AND 40 CFR 112.8[d]) <br /> These procedures are outlined in Fuel Tank Procedures, available on Weconnect. <br /> 5.5 RECORD KEEPING (40 CFR 112.7[e] and 40 CFR 112.8[c][3][iv]) <br /> The Wilbur-Ellis Record Retention Policy and Filing Policy, available on Weconnect, describes SPCC <br /> recordkeeping policies and procedures. <br /> 5.6 DRAINAGE OF DIKED AREAS (40 CFR 112.8[c][3]) <br /> Procedures related to drainage of diked areas are described in the Tank Farm Program,available on <br /> Weconnect. <br /> 5.7 VISIBLE DISCHARGES (40 CFR 112.8[c][101) <br /> Visible discharge from any container or appurtenances is quickly removed upon discovery to prevent <br /> accumulation of oil in diked areas. Corrections are promptly made including, but not limited to,the addition, <br /> replacement or tightening of any seams, gaskets, piping, pumps,valves, rivets or bolts which may have been <br /> deemed to cause the visible discharge. <br /> 13 June 07,2019 <br />
