4.0 DISCHARGE PREVENTION- SPCC MANAGEMENT AND PRACTICES
The following discharge prevention management practices are in place at each facility.
4.1 TRAINING (40 CFR 112.7[f])
Oil-handling facility personnel are trained in the operation and maintenance of oil pollution prevention
equipment, pollution control laws,Safety Data Sheets(SDS)for all products, and the content of this SPCC Plan.
New facility personnel with oil-handling responsibilities are provided with this same training prior to being
involved in any oil operation at least once a year. All training is documented and training records are
maintained in Wilbur-Ellis' online training database (WeLearn).
4.2 OVERFILL PREVENTION SYSTEMS (40 CFR 112.8[c][8])
Wilbur-Ellis tanks are not typically equipped with overfill alarms. As a result,Wilbur-Ellis employees are trained
carefully watch liquid gauges on the tanks to determine when it is necessary to order more fuel and then only
order an amount that will not overfill the tank. Additionally, facility personnel are to be on site and watching
liquid gauges as products are being filled into tanks to prevent tank overfilling.
12 June 07,2019
