a) General site layout
The Stockton facility has been designed to divert and control the flow of all liquids
to minimize exposure to all office areas with liquid contamination and further adhere to
onsite containment control. The facility is equipped with a certified UL 142 12,000-gallon
single walled steel #2 Diesel fuel product storage tank. The waste oil totes are securely
located on a spill pallet that has the capability to retain the entire volume of both totes.
The fuel retain 240 gallon fuel storage tank is located within its own spill containment tank
and all 55-gallon drums of oil products are securely contained inside and outside, on
pallets, of the truck shop. Any spill or discharge will be contained within the boundaries
of the spill container or within the boundaries of the truck shop area. All liquids within or
around the truck shop will drained to an oil/water separator. No liquid discharge will be
allowed to drain from the facility without verification that it is free of oil products and
management approval.
b) Buried Piping installation, protection and examination
There is no buried piping within Williams Tank Lines fuel operations. Piping from
the #2 Diesel fuel dispensing system has been removed and capped off.
c) Pipe support design
There is one pipe support throughout the facility operations. The support is located
on the 12,000 gallon #2 Diesel fuel storage tank's fill pipe. The support is visual checked
and inspected monthly. Records of the monthly inspections are maintained within the
SPCC Plan.
d) Aboveground valve and pipeline examinations
Aboveground valve, piping and any and all oil connections devices shall be
inspected on a regular basis and note the conditions of the pipes, flanges, pipeline,
supports, locking valves, meatal surfaces and any area that has a high potential for
leaking. All aboveground piping shall be marked with the product content and direction of
flow. Inspections of the system are performed monthly and recorded on the forms in
Appendix B & C of the SPCC Plan.
